How a charity can join SECA:

#1 A bonafide charity may contact the Office of the Comptroller to request an application to begin the process as a stand-alone charity in the SECA program. Interested charities should contact Lesa Myers, Office of the Comptroller, 325 West Adams, Springfield, IL 62704, or call (217) 782-6000, to request an application. See information below.

#2 A bonafide charity may contact any SECA Federation and request an application to be accepted within that federation. Each federation has their own criteria, rules, regulations and fees. Charity contact information is listed in the SECA booklet as well as on this site.

SECA Organization Qualification

Under the Illinois Voluntary Deductions Act, the Illinois Comptroller is vested with the duty to qualify petitioning organizations under SECA (State and University Employees Combined Appeal). A petitioning organization can become qualified under SECA in one of two ways: 1) an organization can qualify as a stand alone organization. In this scenario, the organization will have to go through the SECA qualification process pursuant to 5 ILCS 340 et al. This process entails obtaining 4,000 designations from state employees or annuitants within one year; 2) the organization can become qualified under an umbrella organization (an organization that is already qualified). In this scenario, the already qualified organization will have further information.
